No it's not deliberate.

So to see if I understand you: you agree that a superior A.I. could
understand us but you claim that we would not be understand the A.I..
If we can teach calculus to children by dumming it down until they
reach a point where they can understand it, wouldn't it be reasonable
to believe that an alien civilisation could teach us its own
technology too?  They could start by explaining how to go one step
beyond our own current technology.
